THE ORGANISATION
KELIN, a human rights NGO working to protect and promote health related human rights in Kenya. We do this by; facilitating access to justice to those who have faced human rights violations, creating partnerships with key stakeholders, building capacity of communities to know their rights and analysis laws and policies to ensure they integrate human rights principles. KELIN is in the process of finalizing a strategy that will see it focus on the right to health on four thematic areas. The thematic areas are; HIV & TB; Women Land and Property Rights, Sexual Reproductive Health and Rights and Key & Affected Populations.

JOB PURPOSE:
To manage and oversee theimplementation of programs as outlined within the KELIN strategic plan 2105 –2019 and broad workplan in close consultation with the Executive Director. This will involve providing guidance to the programme managers on designing programmes that seek to analyzelaws, bills, policies and operational frameworks at the county, national, regional andinternational levels to ensure they integrate human rights: Facilitate access to justice to those who have face human rights violations in relation to HIV & TB: Build capacities of communities and right holders in the four thematic areas: Create and maintain relevant partnerships with stakeholders: Provide support to the institutional building of KELIN.

KEY RESPONSIBILITIES:

Programmatic
i. Conceptualize program strategies in conjunction with the Executive Director and other key program managers in the four thematic areas.
ii. Oversee implementation and coordination of all the programmes under the KELIN strategic plan 2015 -2019
iii. Assist the Executive Director in achieving fundraising goals, recruiting new donors, and reporting back to donors in a timely manner in line with the Resource Mobilisation Guideline
iv. Interact regularly with the KELIN staff across all thematic areas and departments to ensure effective coordination, inter-linkage and delivery of program activities, in keeping with the organization’s focus;
v. Respond to and/or anticipate new events and developments in order to press human rights issues and advise KELIN’s Executive Director in the effective response and advocacy strategy
vi. Support the development of KELIN’s publications on key and emerging issues in line with the thematic areas
vii. Assist the Director in regularly monitoring the budget and ensure that resources are allocated appropriately;
viii. Foster good relations with donors, partners and the relevant government officials
ix. Oversee the development of annual and budgeted work plans for the organisation
x. Represent the organization in county, national, regional and international, platforms

Managerial
xi. Manage and guide staff under his/her supervision.
xii. Mentor staff by providing practical and innovative ideas on research, writing, advocacy, communications, and outreach;
xiii. Assist the Executive Director in editing the program output and managing staff;
xiv. Assist the Director to establish clear work plans and manageable workload for staff and communicate priorities clearly and effectively. Provide oversight and take responsibility for delegated assignments.
xv. Assist with the recruitment and supervision of Progamme Managers, Programme Officers, Programme Assistants, fellows, interns, volunteers and pro bono lawyers and any other institutional responsibilities required in line with the thematic areas
PERSON SPECIFICATIONS
Required Qualifications and Experience:
1. A bachelor’s degree in social sciences and five to seven years’ relevant experience and/or training, or equivalent combination of education and experience is required.
2. A Master’s degree in a social science, e.g. in law, human rights, gender studies, political science, public administration, public policy, strongly preferred.
3. Experience of programming and fundraising for HIV & TB programmesstrongly preferred.
4. Experience on working on programmes relating to access to medicine, access to information and palliative care is an added advantage.
5. Experience in utilisng the Balance Scored System in managing organizational performance
6. Fully computer literate – skilled and confident user of office applications such as MSWord, Excel, PowerPoint, e-mail and calendar applications.

The Deputy Executive Director must be able to demonstrate the following:

3. Able to work independently, as well as closely and collaboratively with colleagues in the Nairobi office and remotely
4. Experience with public speaking
5. A proven ability to work effectively in a fluid and fast paced work environment, managing multiple priorities under pressure and accomplishing short- and long- term deadlines with a heavy workload
6. Familiarity and previous engagement with the devolved system of governance
7. Strong consensus-building skills with the ability to drive change and innovation
8. Outstanding analytical, problem-solving, and creative thinking abilities
9. Knowledge of the international and regional human rights framework and experience using the UN human rights system in relation to KELINs thematic areas
10. Excellent communication, interpersonal, networking and inter-cultural skills
11. Excellent writing, editing, research, and oral advocacy skills in English required
12. Ability to manage officers working within the thematic area in line with the balance score cared
13. Capacity to appropriately plan, prioritize and manage multiple, sometimes competing, demands efficiently in a challenging, fast-paced environment.
14. Recognized management experience, including supervising a team of talented professionals in multiple national locations
Preferred
1. International, regional and national advocacy experience, including as part of NGO coalitions.
2. Broad intellectual curiosity, comfort with robust debate and a good sense of humor.
3. Strong team player.
4. Membership to a relevant professional body.
