The dialogues follow a High Court judgment that declared the practice of incarceration of TB patients as unlawful and unconstitutional. In the judgment, the court directed the Ministry of Health to develop a policy on involuntary confinement of persons suffering from infectious diseases. This policy will directly impact health service provision, which is the primary responsibility of county governments.
The county dialogues are thus convened with the aim of stirring conversation on the issues raised in the court judgment, and how best counties can take the lead in protecting human rights of TB patients. Further, the dialogue will deliberate on how the different stakeholders can work together, participate in the development of the policy, and monitor the implementation of the court judgment.
It is expected that at the end of the dialogues, participants will develop a common strategy for a rights-based approach to TB prevention, treatment and management in their counties.
