KELIN Advances National Efforts on Community-Led Monitoring (CLM) Framework

KELIN played a key role in a major step forward for health service monitoring during a five-day workshop hosted by UNAIDS in Nakuru from September 24th to 28th, 2024. The workshop brought together vital stakeholders, including government agencies, civil society organizations, PEPFAR, and community groups, to refine the Community-Led Monitoring (CLM) framework.

The workshop centered on reviewing and enhancing the draft Community-Led Monitoring (CLM) framework, with the goal of ensuring that it reflects the needs of key stakeholder including key and vulnerable populations. KELIN is part of the National CLM Technical Committee and has played an active role in  shaping the CLM framework. Participants identified gaps in the draft framework and discussed the integration of new indicators, particularly focusing on areas like pandemic preparedness and the Social Health Insurance Fund (SHIF).

The (CLM) Framework is an essential approach that empowers local populations to actively engage in the oversight and evaluation of health services within their communities. By involving community members in monitoring processes, the framework enhances accountability, promotes transparency, and fosters a sense of ownership over health initiatives. It also ensures that the unique needs and challenges faced by key and vulnerable populations are recognized and addressed effectively. As a result, the CLM Framework not only improves health outcomes but also strengthens health systems, promotes human rights, and reduces health disparities, ultimately contributing to a more equitable and responsive healthcare environment.

KELIN’s participation in the workshop underscores its ongoing commitment to advancing community-led approaches in health monitoring and ensuring the protection of human rights in health services. The workshop was instrumental in the finalization of critical health indicators that will monitor the accessibility, availability, and quality of services provided. These indicators are expected to drive better outcomes in the management of HIV, TB, Malaria and SRH services across the country.The finalized framework will be instrumental in improving the delivery of health services, enhancing accountability, and promoting equity in access to care.
