THE ORGANISATION

KELIN, is a human rights NGO working to protect and promote health-related human rights in Kenya. We do this by facilitating access to justice for those who have faced human rights violations; creating partnerships with key stakeholders; building capacity of communities to know their rights; and analysing laws and policies to ensure they integrate human rights principles. KELIN is in the process of finalizing the review of its strategy that will see it focus on the right to health in four thematic areas in a manner that will take into account the new constitutional order in Kenya. The thematic areas are: HIV & TB; Women, Land and Property Rights; Sexual Reproductive Health and Rights; and Key & Affected Populations. KELIN is realigning to ensure that its core mandate is effectively delivered under the new devolved system of governance, where the responsibility to deliver on the right to health and HIV is shared between the national and county governments as the primary duty bearers. 

JOB PURPOSE:

To manage and oversee implementation of KELIN’s Strategic Plan 2015 – 2019 and broad workplan as it relates to the HIV & TB thematic area, in close consultation with the Deputy Director. This will involve steering of the programme team towards delivery on the strategic results for KELIN, providing guidance to the programme officers and assistants on strategic design and implementation of programme outputs. This includes analysis of laws, bills, policies and operational frameworks against human rights standards; design of advocacy strategies for rights compliant health, HIV & TB frameworks  at county, national, sub-regional, regional and international levels;  to guide the project teams in their tasks of facilitating access to justice for those whose health and HIV related human rights are violated; strengthening the capacities of communities and other civil society organisations; and development and maintenance of key partnerships for the delivery of KELIN objectives.

KEY RESPONSIBILITIES: 

Programmatic

  1. Conceptualize KELIN’s strategies in relation to HIV & TB in conjunction with the Deputy Director and other key program officers.
  2. Oversee implementation and coordination of all the programmes under the thematic area of HIV & TB in the KELIN Strategic Plan 2015 -2019.
  • Assist the Deputy Director in achieving fundraising goals, recruiting new donors; guiding programme officers & assistants on proposal writing and fundraising; reviewing of proposals within the HIV & TB thematic area and coordinating the reporting requirements by donors in a timely manner in line with the Resource Mobilisation Guideline as relates to the HIV & TB thematic area.
  1. Interact regularly with the KELIN staff across all thematic areas and departments to ensure effective coordination, inter-linkage and delivery of program activities, in keeping with the performance contracts and the KELIN organization’s focus;
  2. Respond to and/or anticipate new events and developments in the HIV & TB thematic area in order to press human rights issues and advise KELIN’s Deputy Director on the effective response and advocacy strategy
  3. Support the development of KELIN’s publications on key and emerging issues in line with the HIV & TB thematic area.
  • Foster good relations with donors, partners and the relevant government officials
  • Oversee the development of annual and budgeted work plans for the organisation as they relate to the HIV & TB thematic area.
  1. Represent the organization and the Executive Director on delegated authority in international, regional, national and county platforms

Managerial

  1. Develop operational management accountability tools including clear work plans, priority setting guidelines, in consultation with staff within the thematic area and the Deputy Director.
  2. Manage and guide staff under his/her supervision.
  • Mentor staff within the thematic area by providing practical and innovative ideas on research, writing, advocacy, communications, and outreach;
  • Assist with the recruitment and supervision of Programme Officers, Programme Assistants, fellows, interns, volunteers and pro bono lawyers; and
  • Any other institutional responsibilities required in line with the thematic areas.

PERSON SPECIFICATIONS

Required Qualifications and Experience:

  1. A Bachelor’s degree in social sciences and five years’ relevant experience and/or training, or equivalent combination of education and experience.
  2. A Master’s degree in a social science e.g. in law, human rights, gender studies, political science, public administration, public policy and public health is an added advantage.
  3. Reasonable understanding of the new constitutional order and the Kenyan system of devolved government is an added advantage.
  4. Experience of programming and fundraising for socio-economic rights programmes.
  5. Experience in utilising the Balanced Score Card System in managing organizational performance is an added advantage.
  6. Fully computer literate – skilled and confident user of office applications such as MSWord, Excel, PowerPoint, e-mail and calendar applications.

Required Competencies:

The Programme Manager HIV & TB must be able to demonstrate the following:

  1. Strong commitment to KELIN’s vision, mission and core values
  2. Self-motivated, strong work ethic and attention to detail
  3. Able to work independently, as well as closely and collaboratively with colleagues in the Nairobi office and remotely
  4. Recognized management experience, including supervising a team of talented professionals in multiple national locations
  5. A proven ability to work effectively in a fluid and fast paced work environment, managing multiple priorities under pressure and accomplishing short- and long- term deadlines with a heavy workload
  6. Strong consensus-building skills with the ability to drive change and innovation
  7. Outstanding analytical, problem-solving, and creative thinking abilities
  8. Knowledge of the international and regional human rights framework and experience using the UN human rights system in relation to KELINs thematic areas
  9. Excellent communication, interpersonal, networking and inter-cultural skills
  10. Excellent writing, editing, research, and oral advocacy skills in English required
  11. Ability to manage officers working within the thematic area in line with the Balanced Score Card.
  12. Capacity to appropriately plan, prioritize and manage multiple, sometimes competing, demands efficiently in a challenging, fast-paced environment.

Preferred

  1. International, regional, national and county advocacy experience, including as part of NGO coalitions.
  2. Broad intellectual curiosity, comfort with robust debate and a good sense of humor.
  3. Strong team player.
