KELIN participates in a Stakeholder Consultation by the African Commission on Human and Peoples’ Rights

On 23 and 24 July 2016 the African Commission on Human and Peoples’ Rights (ACHPR) through its Committee on the Protection of the Rights of People Living With HIV (PLHIV) and Those at Risk, Vulnerable to and Affected by HIV organized a stakeholder consultation to discuss and input on its study report on HIV, the Law and Human Rights in Africa. The consultation meeting was hosted by African Men for Sexual Health and Rights (AMSHeR), the AIDS and Rights Alliance for Southern Africa (ARASA) and University of Kwazulu Natal.

The study report prepared for the Commission interrogates the challenges and opportunities for right-based responses to HIV in Africa. It outlines the current situation, the best practices, and gives recommendation to member states, on ensuring a rights-based response to HIV.

Timothy Wafula represented KELIN in this consultation that brought together representatives of civil society organizations from Burundi, Kenya, Nigeria, Rwanda, South Africa, Tanzania, Uganda and Zimbabwe among others.

The forum critically analyzed, reviewed and made recommendations to the Committee on the content and form of the draft report. Participants recommended that the study report ought to adopt a strong human rights approach on issues affecting key and affected populations and that it comes out strongly against legal barriers to access to health services while clearly outlining that such laws violate human rights.

It is expected that the report will be taken though further consultation and review with the aim of presenting a final version at the sitting of the Commission in October 2016.
