The meeting, which will take place at the Hotel Intercontinental in Nairobi, will provide an opportunity for discussion and experience-sharing among participants on the complex legal and human rights issues posed by the HIV epidemic. Participants will discuss effective strategies and programmes for legislative education and training. This is to ensure the development and enactment of laws that help promote HIV & TB related human rights.
It is anticipated that the dialogue will enhance awareness among members of the Legislature and County Assemblies on:
- The role of legislation in protecting the rights of people living with HIV and members of key populations;
- The complex legal and human rights issues raised by the HIV epidemic in Kenya, and the ability to address them, including through progressive legislative responses;
- The punitive policies and laws that limit People Living with HIV (PLHIV) from enjoying their rights and possible interventions.
This activity is a culmination of three years’ work in various counties including Bungoma, Kakamega, Kisumu, Homa Bay, Mombasa, Nakuru, Uasin Gishu and Kilifi. The work involved analysis of laws and policies that impede successful response to HIV and TB. County dialogues and advocacy forums were also conducted. The analysis and advocacy forums informed the development of policy briefs on keys factors in realizing HIV related Human Rights in Kenya and Punitive Laws and practices Affecting HIV response that will be shared at the forum with lawmakers.
